Η 3η Συνάντηση εποπτείας (Project Meeting) του έργου «Κοινή διακυβέρνηση και διαχείριση των κινδύνων πλημμύρας στη διασυνοριακή περιοχή Αξιού/Vardar» και ακρωνύμιο «FLOODSHIELD» (MIS 5062181), το οποίο υλοποιείται στο πλαίσιο του Προγράμματος Διασυνοριακής Συνεργασίας Interreg IPA CBC «Ελλάδα – Δημοκρατία της Βόρειας Μακεδονίας 2014 -2020», οργανώθηκε από το Υπουργείο Περιβάλλοντος και Ενέργειας της Ελληνικής Δημοκρατίας και συγκεκριμένα από τη Γενική Γραμματεία Φυσικού Περιβάλλοντος και Υδάτων, την Τρίτη 11 Ιουλίου 2023, στο Κέντρο Ψηφιακού Μετασχηματισμού και Ψηφιακών Δεξιοτήτων (DT&S) – Cisco, στη Θεσσαλονίκη. Στην συνάντηση συμμετείχαν εκπρόσωποι από όλους τους εταίρους του έργου, δηλαδή και από την Αποκεντρωμένη Διοίκηση Μακεδονίας – Θράκης (Συντονιστής Εταίρος), το Υπουργείο Ενέργειας και Φυσικού Σχεδιασμού της Δημοκρατίας της Βόρειας Μακεδονίας, και τη Διεύθυνση Πολιτικής Προστασίας, της Δημοκρατίας της Βόρειας Μακεδονίας.
Σκοπός της συνάντησης ήταν η παρακολούθηση της πορείας υλοποίησης και ο κοινός σχεδιασμός των επόμενων εργασιών του έργου. Αναλύθηκαν τα παραδοτέα του έργου, τα διάφορα προβλήματα που αντιμετωπίζουν οι εταίροι και ορίστηκαν τα επόμενα βήματα για την επιτυχή επίτευξη των στόχων του έργου και την ομαλή υλοποίηση των δράσεών του.
Ως συντονιστής της 3ης Συνάντησης Εποπτείας του έργου, η Γενική Γραμματεία Φυσικού Περιβάλλοντος και Υδάτων, του Υπουργείου Περιβάλλοντος και Ενέργειας, ευχαρίστησε όλους τους εταίρους για τη συμμετοχή τους. Η επόμενη συνάντηση ορίστηκε για το δεύτερο δεκαπενθήμερο του Σεπτεμβρίου.
Την επόμενη ημέρα Τετάρτη 12 Ιουλίου, αντιπροσωπεία της Γενικής Γραμματείας συμμετείχε στη συνάντηση της Ομάδας Κοινής Διαχείρισης Κινδύνων Πλημμύρας που οργανώνεται στο πλαίσιο του έργου για την επίτευξη αποτελεσματικής διασυνοριακής συνεργασίας στη διαχείριση πλημμυρών στην περιοχή Αξιού / Vardar. Στο πλαίσιο αυτό, συζητήθηκαν και έγιναν δεκτοί ο τρόπος λειτουργίας και οι αρμοδιότητες της Ομάδας. Παράλληλα, αναλύθηκε η περιοχή μελέτης και τα συστήματα πολιτικής προστασίας των συμμετεχουσών χωρών για την καλύτερη κατανόηση του πεδίου δράσης της Ομάδας και την ανατροφοδότηση της συζήτησης και παρουσιάστηκαν οι οδηγίες αυτοπροστασίας που σχεδιάζονται στο πλαίσιο του έργου.

Dealing with “Joint flood risk governance and management in the Axios/Vardar cross border area” – within the framework of the FLOOD SHIELD project
The 3rd Project Meeting and the 2nd JFRM Group Meeting of the cross- border European territorial cooperation project entitled “Joint flood risk governance and management in the Axios/Vardar cross border area” and acronym “FLOODSHIELD” (MIS 5062181), which is implemented under the Interreg IPA CBC Cross-border Cooperation Programme “Greece – Republic of North Macedonia 2014-2020”, took place on the 11th – 12th of July 2023.
Both meetings took place at the “International Centre for Digital Transformation and Digital Skills” in the old Slaughterhouse on the west side of the city of Thessaloniki under the responsibility of the Lead Partner, the Decentralised Administration of Macedonia – Thrace (DAMT), with the participation of representatives of all project partners, namely apart from the DAMT (Lead Partner), the General Secretariat for Natural Environment and Water of the Ministry of Environment and Energy of the Hellenic Republic, the Ministry of Energy and Natural Planning of the Republic of North Macedonia and the Directorate of Civil Protection of the Republic of North Macedonia.

The purpose of the 3rd Project Meeting was to move the partnership a step further regarding the progress of the project’s implementation. The challenges relevant to project deliverables and the various problems encountered by the partners were being analyzed, along with the achievements and the next steps were being defined for the achievement of the project objectives and the successful implementation of the project activities.
Hosted by the Decentralised Administration of Macedonia – Thrace, the 2nd Joint Flood Risk Management Group Meeting (JFRMG Meeting)’s goal was, to enhance effective cross-border cooperation in flood risk management in the Axios/Vardar region, the achievement of which is sought through all project actions.
In this context, the mode of operation, scope and responsibilities of the Group were being thoroughly discussed and approved. In parallel, the study area and the civil protection systems of the participating countries were analysed in order to better understand the scope of the Group’s activities and to provide feedback to the discussion. The self-protection guidelines designed within the framework of the project were also presented.
All these subjects were discussed under the aim of sharing a common vision and understanding of the main pillars of the project and, in more detail, an integrated idea of the cross-border area and the civil protection mechanisms.
The next Project Meeting and JFRM Group Meeting are planned for September 2023.
